Request 3-Year Sources and Uses Report by Department

Add a report similar to the existing 3-Year Sources and Uses Report, but the report should display the data by financial department. Users can select the financial department and account category by setting the POV. For the group of columns within each of the three fiscal years, users can set the POV to determine the fiscal year, scenario, and version.
